目的针对餐饮业从业人员存在未取得健康证明上岗的现象,提出对策,为不断完善食品安全的法制建设提供参考。方法结合日常在基层健康证明监管中的工作实践,分析从业人员健康证明管理的现状和存在问题,提出解决问题的建议和相应的对策。结果餐饮经营者、从业人员的社会责任及食品安全意识淡薄;监督管理部门管理方法、培训设施不完善,是造成问题存在的主要原因。结论必须双管齐下,采用科学的、人性化的方法,做好健康证明的监督管理工作,才能有效的预防食物中毒发生,保障公众的身体健康和生命安全。
Objective To solve the problem that employees in the catering industry have not obtained the certificates of health certification and put forward countermeasures to provide reference for the continuous improvement of the legal system of food safety. Methods Combined with the daily practice in the supervision of grassroots health certificates, the status quo and existing problems of health certification management of practitioners were analyzed. Proposed solutions and corresponding countermeasures were put forward. As a result, the social responsibility of catering operators and employees was weak, and the awareness of food safety was weak. The management methods and training facilities of supervision and management departments were not perfect, which was the main reason causing the problems. Conclusions The two-pronged approach must be adopted. Scientific and humane methods should be used to supervise and manage health certificates so that food poisoning can be effectively prevented and the general public’s health and life safety ensured.
