能源消费强度空间公平性的本质是区域经济发展权的合理分配,维持能源消费空间公平性有利于区域经济的协调与可持续发展。本文以新疆15个地、州、市为研究对象,运用基尼系数、人均GDP能耗绿色贡献系数和节能潜力指数等测算方法,对区域能源消费强度的空间公平性和节能潜力进行研究,结果表明:①发展阶段的差异导致新疆总体能源消费强度和工业能耗分配呈现显著的空间非均衡性,其中新疆能源消费不均衡的原因是部分快速工业化地区能源消费过度,而工业能耗分配悬殊的原因则是粗放的经济增长方式和工业发展模式;②基于影响因素呈现工业阶段化特征,提出根据不同工业化发展阶段对各区域制定差别化节能目标和节能措施,不仅能有效缩小地区间的能源消费差距,经测算还将使新疆整体的能耗减少13%,这对新疆乃至全国低碳经济发展都有着重要意义。
The essence of spatial fairness of energy consumption intensity is the rational distribution of regional economic development rights. Maintaining the fairness of energy consumption is conducive to the coordination and sustainable development of regional economy. In this paper, 15 prefectures and cities in Xinjiang were selected as research objects. By using the Gini coefficient, the green contribution coefficient of energy consumption per capita and the potential energy-saving index, the spatial fairness and energy saving potential of regional energy consumption intensity were studied. : ①Differences in the development stages lead to a significant spatial imbalance in the overall energy consumption intensity and industrial energy consumption distribution in Xinjiang. The reason for the imbalanced energy consumption in Xinjiang is the over-consumption of energy in some rapidly industrialized regions and the disparity in industrial energy consumption It is a crude mode of economic growth and industrial development mode; (2) Based on the characteristics of industrial stage characterized by influencing factors, it is proposed that different energy-saving targets and energy-saving measures should be formulated for each region according to different industrialization stages of development. This not only effectively reduces the energy consumption gap among regions It is estimated that the overall energy consumption in Xinjiang will also be reduced by 13%, which is of great significance to the development of low-carbon economy in Xinjiang and the whole country.
