袁励准,字珏生,号中舟,别署恐高寒斋主,常州人。清光绪二十四年(1898)中进士,任翰林院编修,命在南书房行走。光绪二十七年(1901)皇太后(慈禧)因庚子之乱,时局艰危,亟思破格求才,即诏举经济特科,于保和殿亲策之,均试论一、策一。兹取一等袁励准等九人,二等十八人。
