改革开放以来,虽然国民经济持续快速健康发展,广大职工群众的生活状况总体上有了很大的改善,但仍存在着困难职工群体。对此,各级党委和政府高度重视,采取了“两个确保”、“一个低保”等措施,帮助解决实际问题,对保障困难职工基本生活、维护职工队伍稳定起到了重要作用。尽管如此,当前仍有许多问题有待进一步解决。例如:将所有符合条件的困难职工纳入“低保”的工作有待进一步落实;下岗职工人数仍较多,解除劳动关系困难重重,实现再就业十分困难;部分困难企业职工特别是困难职工未能享受到养老、医疗、失业保障;拖欠职工工资的问题至今仍没有得到很好解决;部分劳模生活困难;安全生产形势严峻,部分职工的生命安全和身体健康受到威胁。 Since the reform and opening up, despite the sustained, rapid and healthy development of the national economy, the overall living conditions of the broad masses of workers and staff have greatly improved, but there are still still a group of workers in difficulty.
