1986年初,江西省清江县(今樟树市)人武部针对民兵政治教育“人员难集中、时间难保证、效果难落实”的问题,作出了“民兵政治教育以《中国民兵》杂志为主要内容的刊授教育”的决定,较好地解决了民兵政治教育的“三难”问题,其做法得到了总部首长与机关的高度评价。1986年9月,总部有关部门和解放军报社、中国民兵杂志社联合在该县召开了全国民兵刊授教育现场会,并向全国推广了他们的做法。从此,《中国民兵》杂志成为全国民兵、预备役人员进行刊授教育的基本教材,被称为“刊授教育的好教材”。近20年的实践经验证明,以《中国民兵》杂志为基本教材的刊授教育不失为落实民兵、预备役人员政治教育的一种有效形式。在新的形势下.我们一定要不断总结和完善刊授教育经验,按照总部有关规定,在订刊用刊上下功夫,与时俱进地推进民兵、预备役人员刊授教育的落实,为“打得赢”、“不变质”作出应有贡献。
