●由于《全国农村机械维修点管理办法》颁布实施时间过长,内容需要修改完善——《全国农村机械维修点管理办法》自1984年发布以来,至今已有21年,虽经1997年和2004年两次修订,但修订的条款极为有限;同时,《全国农村机械维修点管理办法》制定于计划经济年代,无法适应当前农机维修经营体制、维修模式和技术条件的要求●由于法律法规对农机维修管理内容和程序提出了新的要求——2004年颁布实施的《农业机械化促进法》和《国务院对确需保留的行政审批项目设定行政许可的决定》,对农机维修管理和农机维修行政许可做出了相关规定,有必要根据上述规定和《行政许可法》对《全国农村机械维修点管理办法》进行修订完善●由于强化农机维修管理工作的需要——农机维修管理直接关系到农机生产安全,出台更加有力的全国性规定,对于强化农机维修管理工作、保障农业机械维修当事人的合法权益有着现实的意义
