我国职业教育集团化办学已成为推进职业教育办学模式改革,提升人才培养质量的重要形式。但由于学界对集团化办学的认识囿于狭义的学校职业教育范畴,缺乏在一个更为广义的国家技能形成体系的范畴来审视职业教育集团化办学,限制了其作用发挥并导致了主体性地位不够突出。建议在国家技能形成体系背景下,对集团化办学的内涵和作用进行更深入、全面的理论审视,在实践中发挥更大的优势和实践价值,凸显在实践中的跨部门合作与资源整合的中介性特征,技能供给的系统性与服务性特征,办学模式的多样性与公益性特征。并且围绕集团化办学的核心竞争力、经营模式及多元化发展等问题进行细致分析。
