服务型政府建设推动了公共服务理论与实践的发展。然而,公共服务制度自身的发展却出现了重供给、轻评价的不平衡性。我国建立市场经济体制以来,主要的公共服务绩效评价方式——“社会服务承诺制”和“万人评议机关”的做法,各有其优点与不足,两者都存在绩效评价主体结构不合理、绩效评价制度建设缺乏法律法规保障、绩效评价注重组织个体绩效而忽略整体绩效、评价制度与其他制度衔接时所体现的统筹性不足等问题。所以,公共服务绩效评价制度的完善应从构建以公民为本位的多元评价主体、强调评价制度的法制化和注重评价制度的整体性设计三方面进行。

Both of them have the main body of performance evaluation The structure is not reasonable, the performance appraisal system lacks the guarantee of laws and regulations, the performance appraisal pays attention to the individual performance of the organization and ignores the overall performance, and the overall lack of performance when the appraisal system is linked with other systems. Therefore, the improvement of public service performance evaluation system should be based on the construction of citizen-based multiple evaluation entities, emphasizing the legalization of evaluation system and the overall design of evaluation system.
