目的了解2010~2015年我国新疆疾控机构传染病控制人力资源状况和变化趋势,为进一步优化疾控人员配置提供依据。方法利用全国疾病预防控制基本信息网络直报系统收集人员信息,运用R软件分析疾控机构的人力资源数据。结果 2010~2015年全国疾控机构传染病防控人员数量总体呈上升趋势,传染病防控人员所占比例呈逐年增加的趋势。新疆疾控机构从事传染病控制的人员总数自2011年起逐年增加,且整体人员受教育程度逐年递增。从与全国的比较结果看,2012~2015年间新疆自治区级疾控中心传染病防控人员所占比例高于西部地区平均水平,但低于东、中部地区平均水平;而地市级疾控中心的比例高于东、中部地区平均水平,低于西部地区水平;新疆区县级疾控中心的传染病防控人员比例则高于东、中部和西部地区。结论新疆疾控机构人员的数量和受教育程度自2011年起均有所提高;自治区级和区县级的相关人员配置均高于西部地区平均水平,建议增加地市级人员配置。此外,也建议新疆结合当地疾病谱的转变对人员整体结构进行适当调整。
Objective To understand the status and trends of human resources in infectious disease control in Xinjiang CDC from 2010 to 2015 and provide the basis for further optimizing the allocation of disease control personnel. Methods The National Basic Information System for Disease Control and Prevention (CDC) was used to collect personnel information and use R software to analyze human resource data of CDC. Results From 2010 to 2015, the number of communicable disease prevention and control staff in CDC showed an overall upward trend, and the proportion of communicable disease prevention and control staff showed a trend of increasing year by year. The total number of personnel engaged in the control of infectious diseases in Xinjiang CDC has been increasing year by year since 2011, and the education level of the entire staff has been increasing year by year. From the comparison with the whole country, the proportion of infectious disease prevention and control personnel in CDC of Xinjiang Autonomous Region between 2012 and 2015 is higher than the average level in the western region, but lower than the average level in the eastern and central regions. However, Higher than the average level in the eastern and central regions and lower than the western region. The proportion of communicable disease prevention and control staff at the county CDC in Xinjiang was higher than that in the eastern, central and western regions. Conclusion The number and education level of CDC in Xinjiang have all increased since 2011. The allocation of relevant personnel at the district, district and district levels is higher than the average level in the western region, and it is suggested to increase the allocation of prefectural and municipal staff. In addition, Xinjiang is also recommended that, in light of the changes in the local disease spectrum, the overall structure of personnel should be properly adjusted.
