Research topics and background analysis This report focuses on the reasons why industries and the U.S. Department of Defense have reduced their intent to cooperate. For the private sector, signing with the U.S. Department of Defense has been a challenge, even for companies with decades of experience. From a commercial company’s point of view, the difference between government and commercial contracts is clear. The defense industry is not a free and open market. Because the U.S. Defense Department is a monopoly buyer and the number of main contractors is limited, the rate of return on defense projects is much lower than similar commercial projects. Defense contracts have another set of settlement, management, reporting, supervision
