随着社会商品流转额的逐年扩大和社会主义经济成份的逐步增长,国营商业供应任务日趋繁重,人民对国营商业的要求也日益提高。为了适应上述任务的要求,妥善安排市场,尽量满足人民生活需要。更好的完成商品流转计划,在分区指导具体安排的指导思想下,自一九五四年五月在我省国营商业系统提出建立分区品种供应计划及指挥调拨检查制度。在各级领导重视下,公司系统先后分别确定了主要商品分区供应合理流转方向。组织了指挥调拨委员会,并初步建立了品种分区供应逐季逐月安排计划和调拨供应检查制度。由于这个制度的实行,在克服业务忙乱现象和合理摆布商品,改进调拨当中对流、重复、迂回等不合理现象方面,逐步起到作用,从而满足了群众需要,节省了商品流转费用,改善了经营管理。执行中主要掌握了以下三个环节:
