筹资功能是教育财政的首要功能,研究普通高中教育财政筹资效率,可以从源头上探寻我国普通高中教育财政问题。运用三维立体容积分析法对我国东、中、西部地区普通高中教育财政筹资效率进行对比分析发现:我国普通高中教育财政筹资效率总体不高,区域之间筹资效率差异大,中部地区存在较大塌陷。要从整体上提高我国普通高中教育财政筹资效率,需要加大财政对中、西部地区普通高中的投入;调动市场投入的热情;完善相关政策制度,鼓励社会资金投入。
The function of financing is the primary function of education and finance, and the efficiency of financing of ordinary high school education can be explored. From the source, we can find out the financial problems of our country’s ordinary senior secondary education. Using the three-dimensional volumetric analysis to compare the financial efficiency of the general high school education in eastern, central and western regions of our country, we find that the efficiency of financing of general high school education in our country is generally not high, the efficiency of fund-raising between regions is quite different, and there is a big collapse in the central region . To raise the efficiency of financial financing for general high school education in our country as a whole, we need to increase the financial input to ordinary high schools in the central and western regions, mobilize the enthusiasm for market investment, improve relevant policies and systems and encourage social capital investment.
