《贝弗里奇报告》是世界社会保障发展史上的著名文件,其对英国乃至世界社会保障的发展产生了深远的影响。但是,国内学术界关于这篇重要文件的出现、主要内容、英国社会对该文件的反应及其与英国福利国家实践之间的关系等一系列重要问题,并没有进行系统全面的研究。本文试在对上述问题进行较全面研究的基础上廓清与该文件直接相关的历史事实。
The Beveridge Report is a famous document in the history of social security in the world and has had a profound impact on the development of social security in Britain and the world. However, the domestic academic circles did not conduct systematic and comprehensive research on a series of important issues concerning the emergence and main content of this important document, the reaction of the British society to the document and its relationship with the national practice of welfare in the United Kingdom. This article attempts to make a more comprehensive study of the above issues and clarify the historical facts directly related to the document.
