各证券监管办公室、办事处、特派员办事处,上海、深圳证券交易所,上海、深圳证券监管专员办事处,各省、自治区、直辖市工商行政管理局:目前,部分证券经营机构未经证券监管部门批准,在证券营业部法定营业场所之外,擅自设立各类远程证券交易网点,个别非证券经营机构甚至个人也擅自设立证券营业性场所,从事证券代理业务,扰乱了证券市场的正常秩序,隐藏着极大的金融风险,必须坚决清理规范。经与国家工商行政管理局商定,现就有关问题通知如下:

As agreed with the State Administration for Industry and Commerce, the relevant issues are hereby notified as follows:
