本刊这一期刊登了《准北飞出“金凤凰”》和《坚持生财聚财并重,确保财政收入稳定增长》两篇文章,对苏北铜山县和鲁南新泰市1989年财政收入超亿元的经验作了报道。铜山县和新泰市一个地处淮河以北,一个地处黄河以南,经济都比较落后,财政相当困难。他们财政收入的起飞,都是近几年的事。铜山县的财政收入近10年增长了6.2倍,新春市的财政收入近5年增长了1.7倍。这两个县市的经验告诉我们,事在人为,只要立足本地实际,备发图强,下大力气发展商品生产,搞活经济,并且在这个基础上大力组织收入,坚持生财、聚财并
