伴随着构建和谐社会主旋律的奏响和新劳动合同法的正式实施,烟草行业人事体制改革被正式提上了工作日程。本文试图从烟草人事体制改革的一个焦点和瓶颈即聘用员工入手,分析其产生的原因、做出的贡献、改革的方向、采取的措施、实现的目标,从而有效发挥聘用员工的主人翁意识,共享行业发展成果,努力构建和谐烟草。
With the playing of the main theme of building a harmonious society and the formal implementation of the new labor contract law, the personnel system reform in the tobacco industry was officially put on the agenda. This paper attempts to start from the focus and bottleneck of tobacco personnel system reform, that is, employ staff to start, analyze the causes, the contribution made, the direction of reform, the measures taken and the goals to be achieved, so as to effectively give full play to the sense of ownership Industry development achievements, and strive to build a harmonious tobacco.
