文章针对政府信息系统条块分割、标准规范不统一带来的重复建设和信息孤岛现象,对电子政务标准体系发展过程进行系统梳理,详细分析电子政务标准的定位、建设机制、管理体制、支撑系统等方面,对顶层设计、框架完善、程序制定及支撑系统四个方面进行了理论研究,提出通过激励机制建立以政府为主导、相关部门参与的综合标准化与公共治理相结合的新常态电子政务标准体系,从而推动电子政务标准体系的改革和优化。
This paper systematically sorts out the development process of e-government standard system in the light of the segmentation of government information system and the repeated construction and information isolated island caused by the unification of standards and norms, and analyzes in detail the positioning of e-government standards, construction mechanism, management system, support system And other aspects, the author studies the four aspects of the top-level design, framework improvement, program formulation and support system and puts forward that the new normal e-government standard combining incentive mechanism with government-led and relevant departments should be integrated with public governance System, so as to promote the reform and optimization of the standard system of e-government.
