二十一世纪以来,在全球经济快速发展的带动下,中国市场迎来了前所未有的机遇和挑战。其中,中小企业飞跃式的发展对我国经济产生了很大影响,市场所占比例逐年上升,截止到2015年,我国在工商部门注册登记的中小企业占全国注册企业总数的99%,提供了75%以上的就业机会,已经成为中国市场经济中不可忽视的力量。但是中小企业自身的局限性阻碍了企业的发展,与大中型企业相比,中小企业的人才缺失严重,人才战略制度不够完善,人才因素成为了影响中小企业发展的关键原因。
