截至今年4月1日，第十版《鐵路技术管理规程》（以下简称《技规》）正式实施已满4周年。4年来，全路广大干部职工认真学习、贯彻、落实新《技规》，以规范铁路运输安全管理为主线，以强化提速条件下的安全为重点，确保了铁路运输安全的持续稳定，经济社会效益明显提高。
《技规》是铁路技术管理的基本规章，是铁路实行依法管理的主要技术文件。新《技规》实施以来，铁路部门始终围绕铁路运输安全生产，增强专业管理意识，不断提高技术管理精细化、标准化的水平。各铁路局积极行动，针对《技规》内容变化的关键点组织干部职工进行形式多样的学习培训，并结合各自实际对铁路局内的《行车组织规则》《站细》和《段细》进行修订和完善。
新《技规》的全面贯彻落实，为进一步建立科学的铁路管理体制，破解“瓶颈”制约，促进铁路运能提升，保持铁路运输安全持续稳定、经济社会效益全面提高提供了重要的制度保障。
Until April 1st this year, the tenth edition of “Railway Technology Management Regulation” (hereinafter referred to as “Technical Regulation”) has been implemented for 4 years. During these 4 years, the whole railway cadres and workers study and implement the new “technical regulations” seriously, see regulating the railway safety management as the main line, focus on the enhancing the safety under the conditions of high speed, to ensure the continued stability of railway transportation safety, efficiency of economic and social has been improved significantly.
“Technical regulation” is the basic regulations of railway technical management, is the main technical documents which the railway implemented the “management according to law”. Since the implementation of “Technical regulation”, the railway department has been focus on the railway transportation safety, enhance the professional management awareness, research and solve new situations and new problems about technology management actively, improve the level of the technical management refinement and stanadardization constantly. Every railway bureau act positively, organize the cadres and workers studying and training according the key changes of “technical regulation” in various forms, amend and improve the railway bureau “traffic rules of the organization”, “station details” and “section details” , after combined with their actual practice.
The comprehensive implementation of new “technical regulation” provide an important institutional guarantee for the railway further establish a system, break "bottlenecks" , promote railway transport increase, maintain the stable safety of railway transportation and improve the economic and social benefits.
