国有油气企业经过数十年的发展,经营方式逐步由粗放型向集约型转变。面对国际油价的下跌以及国内油气体制改革,油气企业迫切需要提升员工活力,盘活人力资源,谋求长远和可持续的发展。目前,油气企业薪酬激励机制还存在一些与企业发展不相适应的问题,为此,笔者提出以专业技术岗位序列为切入口,建立健全专业技术岗位薪酬制度体系;以岗位管理为依托,进一步完善企业基本工资动态运行体系;以业绩考核为载体,盘活存量、用好增量进一步完善薪酬激励措施等优化方向及相应的保障措施。

In the face of the drop of international oil prices and the reform of domestic oil and gas system, oil and gas enterprises urgently need to enhance the vitality of their staff, activate their human resources and seek long-term and sustainable development. At present, the remuneration incentive mechanism for oil and gas enterprises still has some problems that are incompatible with the development of enterprises. Therefore, the author proposes to set up and improve the remuneration system of professional and technical positions based on the sequence of professional and technical positions, and further improve the management system based on post management The basic operation of the basic wage system; with performance appraisal as a carrier, revitalize the stock, with incremental optimization to further improve the incentive and other aspects of compensation and the corresponding safeguard measures.
