责任制是强化管理的重要手段之一。但有些责任制在建立和执行过程中,也出现了一些不容忽视的不良倾向,必须努力防止和切实加以纠正。其主要表现为以下“四化”: ——责任制条款的“单向化”。有的责任制规定的条款只是“行政决定”的“翻版”而已,只规定了下对上的责任,不涉及上对下的责任;有的只规定了某一方的种种责任,没有赋予应当匹配和享有的权利;从而使责任制本应具有和应当明确的责、权、利三者之间相互脱离,无法调动责任承担者应有的积极性。这种“单向化”的责任制在执行过程中的效果可想而知。责
