强化媒体社会责任是党和政府的要求,也是社会公众的呼声。在日益市场化与技术快速创新背景下,仅凭媒体从业者道德自律或政府监管来强化媒体的社会责任面临越来越大的压力与挑战。通过分析其他国家的经验及对中国经验的概括总结,本文提出构建以个体、媒体与行业组织为责任主体的规制下的多重自律体系,作为政府监管的有效补充。行业组织要在相关法律的基础上与主管部门的指导下制定行业规范与道德标准,并建立相应机构有效推行与维护这些标准的执行;媒体要制定内部约束机制并主动寻求社会力量的监督,提升公信力;从业者要加强学习,内化规范,提高业务水平与道德素质,更好履行社会责任。
Strengthening social responsibility of the media is a requirement of the party and the government as well as a voice of the public. Under the background of increasingly marketization and rapid technological innovation, the pressure and challenge are only increasing on the media’s social responsibility to rely solely on media practitioners’ moral self-regulation or government supervision. By analyzing the experience of other countries and summarizing the experience of China, this paper proposes to build a multiple self-regulatory system under the regulation of individual, media and industry organizations as the main body of responsibility, as an effective complement to government regulation. Industry organizations should, based on the relevant laws, formulate industry standards and ethical standards under the guidance of competent departments and establish corresponding agencies to effectively implement and maintain the implementation of these standards. The media should formulate internal restraint mechanisms and actively seek supervision and promotion of social forces Credibility; practitioners to strengthen learning, internalize norms, improve business standards and moral qualities, and better fulfill their social responsibilities.
