确立率先崛起的目标天长市位于安徽的最东部,三面与江苏接壤,既是我省东向发展的前沿阵地,又是东部产业梯度转移的首选地区,应当在奋力崛起的进程中找准方位,确定加快发展、率先崛起的目标。目前,天长已进入工业化中期阶段,呈现经济起飞的发展态势,率先崛起是有基础的。首先是有坚实的经济基础。天长综合经济实力连续6年位居全省前10位,近年主要经济指标保持两位数增长。2004年,全市实现生产总值57．5亿元,人均生产总值9328元。其次是有明显的产业优势。天长正常年景三次产业比例为25:45:30,第二产业比例高出全省县域经济平均水平12个百分点,工业主导地位基本确立。电子元件、工程塑料、生物制药、医疗器械、机械加工等优势产业初步形成,集群效应初步显现。190多家规模企业,10多家亿元企业与东部重点集团企业和市场已建立了紧密的协作配套关系,具备了承接东部产业转移的条件。三是独特的区位条件。中部崛起,安徽东向发展,天长为前哨,只要增强机遇意识,就能抢占发展先机。
