2004年在中国文化产业年度发展状况研究中具有特殊意义。这一年是中央部署文化体制改革试点工作启动之后的第一个完整年份;同年“国统字[2004]24号”文颁布《文化及相关产业分类》标准,成为我国文化产业统计的第一项国家标准;同年进行全国经济普查得出各地文化产业国家标准年度统计的较完备数据(国家统计局《研究参考资料》2006年第102期第一次,至今也是唯一的一次予以披露)。据此,云南省社会科学院文化研究中心与国家统计局云南调查总队合作,在全国首先开始了各地文化产业国家标准统计数据
