南水北调工程作为目前世界上在建的最大调水工程,采用155个项目群分段分期实施的方式展开建设。随着建设进程的深入,开工在建的项目不断增多,工程战线越拉越长,资金投入规模急剧增高,同时需要管理的项目数量不断增大,通水建设目标逐渐临近,已进入工程建设的“关键期”和“高峰期”。文章通过研究这一时期工程呈现的新特征,面临的机遇与挑战,结合既往工程建设管理实践,梳理分析了新形式下的管理对策及管理效果。
As the largest water diversion project currently under construction in the world, the South-to-North Water Diversion Project adopts the construction of 155 sub-projects in phases and staged implementation. With the deepening of the construction process, the number of projects under construction has been increasing, the construction lines have been getting longer and longer, and the scale of capital investment has risen sharply. At the same time, the number of projects that need to be managed has been constantly increasing. “Critical period ” and “peak period ”. By studying the new features, challenges and opportunities presented by this project during the period, the article combs the management strategies and management effects of the new forms in light of the past practice of construction management.
