一、问题:我国土地资源保护面临的新型严峻挑战近年来,除了工业化、城镇化的迅猛发展导致耕地面积急剧减少乃至危害国家粮食安全之外,我国的土地资源保护还面临环境污染和生态破坏等严峻挑战,且常年以来没有引起足够的重视。主要表现在如下几个方面。(一)林地、草地和湿地侵占严重,面积锐减一是林地侵占。全国森林资源第六次清查期间(1999—2003),
