继1997年评选第一批黑龙江省水利青年学术带头 人、青年科技骨干活动以来,全省广大水利青年科技 工作者发扬“献身、负责、求实”的水利行业精神, 积极进取,勇于实践,大胆创新,在科教兴水、科研 攻关、科技推广、学科建设、重大工程项目实施等方 面,为全省的水利改革与发展建功立业,涌现出了一 批优秀青年科技人才。在进入新世纪、水利迎来大发 展的时候,为进一步实施21世纪水利人才工程,黑龙 江省水利厅、黑龙江省水利学会共同组织开展了黑龙 江省水利系统第二批青年学术技术带头人和青年科技 骨干评选活动。经个人申报、单位推荐、专家评议和 公示,评选出青年学术技术带头人和青年科技骨干各 10名。他们立足省情,求实创新,政治与业务素质 高,善于学习,紧紧跟踪国内外科技与专业发展动 向,刻苦钻研.扎实工作,业绩突出,岗位成才。他 们是全省水利战线的中坚力量。我们期望通过对他们 的表彰进一步激发全省广大水利青年热爱科学、钻研 科技、奋发图强的热情,更多地关注与潜心实践水利 科技;为21世纪黑龙江水利现代化建设争创佳绩。 Following the selection of the first batch of academic leaders of water conservancy youth and key scientific and technological activities of young people in Heilongjiang Province in 1997, the vast number of water conservancy science and technology workers in the province have carried forward the spirit of “dedication, responsibility and truth-seeking” to the industry of water conservancy, and made active and bold efforts in innovating boldly , A number of outstanding young scientists and technicians have emerged in the water conservancy reform and development in the province in areas such as water conservation through science and education, scientific research, science and technology promotion, disciplinary construction and the implementation of major construction projects.
