为了更好地实行舆论监督,固然要有一个良好的舆论环境,但重要的是得有法律的保证。领导的理解,群众的支持,无疑是实施舆论监督的有利条件。但是,舆论监督还不能完全寄希望于领导者个人的开明。有些领导可能在这个问题上开明,在另一个问题上不开明;在这个时候开明,另一个时候不开明。因此,只有把舆论监督置于法律保护之下,才不致于因为某个领导者注意力的转移或工作岗位的变更而使舆论监督中断。这项工作有两个方面,一是以法律保障新闻媒
