介绍了开放存取提出的背景、定义和现状,分析了开放存取促进科学技术发展的积极意义以及关于开放存取经济模式的争论原因。结合中国国情,指出中国科技期刊过渡为开放存取期刊的优势,提出了通过宣传开放存取、建立开放存取平台以及与国际开放存取期刊合作加快中国科技期刊走向国际化的建议。
This paper introduces the background, definition and current situation of open access, analyzes the positive significance of open access for the development of science and technology and the reasons for the controversy about the economic model of open access. According to China’s national conditions, pointing out the advantages of Chinese sci-tech periodicals in transitioning to open-access journals, this paper put forward some suggestions to speed up the internationalization of sci-tech periodicals in China by promoting open access, establishing an open access platform and cooperating with international open access journals.
