中国民航的“十二五”规划显示,到2015年,中国民航的年旅客运输量将从2010年的2.68亿人次增至4.5亿人次,年均增长11%。届时,相当于全国人口总量1/3的旅客会给中国民航带来巨大的发展机遇。但同时它也意味着艰巨的挑战。日益增长的航空运输需求和高度集中的国内航空流量对中国民航相对紧缺的航空运输资源和保障能力构成了巨大挑战。仅2011年一年,中国内地年旅客运输量超过1000万人次的机场就从2010年的15个升至21个。当北上广的四座机场依然为“流量控制”问题挠头不已的时候,不知又会有多少机场即将加入它们的行列。
China Civil Aviation’s Twelfth Five-Year Plan shows that by 2015, the annual passenger traffic of CAAC will increase from 268 million in 2010 to 450 million with an average annual increase of 11%. By then, travelers equivalent to 1/3 of the total population of the country will bring tremendous development opportunities to CAAC. But at the same time it also means daunting challenges. The growing demand for air transport and the high concentration of domestic air traffic pose a huge challenge to China’s relatively scarce air transport resources and security capabilities. In 2011 alone, the number of airports with more than 10 million passengers in mainland China rose from 21 in 2010 to 15 in 2010. When the four northern airports are still scratching their heads for the issue of “flow control,” I wonder how many more airports are about to join them.
