领导干部特别是单位主要负责同志在领导班子中起着关键作用,是单位重大问题的主要决策者。行使“拍板”权,既是现行领导体制赋予的特殊使命,也是不可推卸的领导责任。随着转型期各种社会矛盾的显性凸现,领导干部面临的决策环境发生了显著变化,与之相伴生的决策压力和风险在不断增大,“拍板”失误的事也时有发生,不仅给单位带来直接的经济损失和负面效应,而且严重地影响了领导干部施政形象和群众威信。那么,如何才能有效规避决策风险,减少“拍板”失误?
