辽宁省自1995年建立城市低保制度以来,特别是2000年底国务院决定在辽宁进行完善城镇社会保障体系试点以来,在党中央、国务院和省委的正确领导下,在民政部的指导下,坚持以完善城市低保制度为主线,以规范管理运行机制、推进信息化管理,实现应保尽保为重点,统筹安排,规范运作,狠抓落实,整体推进。通过试点,全省进一步完善了城市低保制度体系,初步实现了城市低保工作管理依据法制化、保障标准科学化、运行程序规范化、管理手段现代化、资金来源多元化、组织机构统一化。
Since the establishment of urban subsistence allowance system in Liaoning Province in 1995, especially since the State Council decided to perfect the urban social security system in Liaoning in late 2000, under the correct leadership of the Party Central Committee, the State Council and the provincial party committee, with the guidance of the Ministry of Civil Affairs, To improve the urban minimum living allowance system as the main line, to standardize the management of operational mechanisms, promote information management, to ensure that should be kept as the key, co-ordination arrangements, standardize operations, pay close attention to implementation, promote the overall. Through the pilot project, the province has further perfected the system of urban subsistence allowances system, initially realizing the legal basis for urban subsistence allowances management, standardizing the safeguards standards, standardizing operating procedures, modernizing management tools, diversifying sources of funds and unifying organizational structures.
