公安院校的教学内容和课程设置普遍存在陈旧、落后的问题。具体表现为基础理论与公安实战相脱离,灌输的空洞知识多,而操作技能的训练少;学生专业技能远远不能满足实战的需要,“满堂灌”的情况普遍存在;学科课程自成体系,缺少相互间的渗透融合。与此同时,公安机关面临着许多新的挑战,对公安院校的课堂教学提出了新的更高的要求。在这种情况下,课堂教学方法的选择直接关系到学生警务实战能力培养的成效,而作为能力培养的教学方法——案例教学法,使课堂教学突出实战成为了可能。进行案例教学,应当充分发挥学生的主体作用,充分发挥教师的主导作用。
