三农问题是关系到国家长治久安的大问题。农村公路建设史服务“三农”的国家出台的实质性措施,是社会主义新农村建设的主要内容之一。本文从农村公路建设与促进农村经济发展和改善农村面貌及生活质量之间的关系出发,分析了农村公路对解决“三农”问题的主要性。同时研究分析了中央对于解决“三农”问题的政策指导,提出了农村公路建设对于促进农村全面发展的重要意义。
The issue of agriculture, rural areas and farmers is a major issue that concerns the long-term peace and stability of the country. The substantive measures promulgated by the country in the history of rural road construction and the issue of “three rural” are one of the major contents of building a new socialist countryside. Based on the relationship between rural road construction and the promotion of rural economic development and the improvement of rural appearance and quality of life, this paper analyzes the main problems of rural roads in solving the “three rural issues.” At the same time, it studies and analyzes the Central Government’s policy guidance on solving the “three rural issues” and puts forward the significance of rural highway construction in promoting the all-round development of rural areas.
