设立特区是我国改革开放的先导措施，是总设计师邓小平同志的宏大手笔，由点到面，把我国改革开放和现代化建设事业推向了一个又一个新阶段。建设经济技术开发区（或高新技术工业园区）、农业科技示范园区乃是进入九十年代以来全国各省市区为培植本地区经济优势、增强经济发展活力而竞相采取的手段。我区高新技术工业园区建设和全国一样取得了骄人的成绩，并形成了自己的特点；农业科技示范园区虽起步刚一年半，已经有了一个良好的开端。本刊分上下两篇刊登一组反映工业园区和农业园区建设成就的稿件，以展示我区园区经济欣欣向荣的喜人景象，并向即将召开的“十六大”献礼。
The establishment of the Special Administrative Region is a pioneering measure for China’s reform and opening up. It is the grand design of Comrade Deng Xiaoping, the chief designer, from point to point, and has pushed China’s reform, opening up, and modernization to a new stage. The construction of economic and technological development zones (or high-tech industrial parks) and agricultural science and technology demonstration zones are the means that have been adopted by the various provinces and municipalities in the country since the 1990s to foster the economic advantages of the region and enhance the vitality of economic development. The construction of the Hi-tech Industrial Park in our district has achieved astonishing results and has formed its own characteristics. The Agricultural Science and Technology Demonstration Park has already made a good start despite its first year and a half. This publication contains two articles, one on top of the other, that reflect the achievements of industrial parks and agricultural parks in order to demonstrate the thriving scene of the economic prosperity of the park in our district and offer gifts to the upcoming “16th National Congress”.
