A group of socialist countries had long established a national plan to develop new residential areas in the country. Hungary was one of them and it was the first to start in the late 1950s and early 1960s (except Poland ) Because of the structural problems it faces in the new residential area, which are not only severe but must be solved sooner. The most important issue is the imbalance between the over-concentration of economic, administrative and utility functions in Budapest and other towns with only half the population of the city.
