2月11日,航空工业总公司(AVIC)民用飞机总体设计部筹备组首次全体成员会议在北京召开,这是我国民机发展可载入史册的里程碑,标志着“以我为主,通过国际合作研制大中型客机”的重大举措开始实施。航空工业总公司对我国民用飞机的发展进行了深入研究和综合论证,提出了“以合作生产麦道飞机提高制造能力为基础,以国际合作发展飞机为突破口,实现立足国内研制生产飞机为目标”的干线飞机发展途径。民机总体部成立的意义在于,充分发挥全行业优势,按照产业结构调整原则,组成一支集中行业人才、技术优势的“国家队”,为实现民机发展战略提供组织保证。
