一、开发利用西部褐煤是东北地区的重大战略问题内蒙东部四盟一市地区赋存丰富的褐煤资源,至1985年底已探明的地质储量约468亿吨,占东北地区煤炭探明储量的73%,而开发利用仅5.5%,这是东北地区潜在的能源优势,合理开发利用这些褐煤资源,是解决东北地区能源短缺的希望所在。我国能源构成中,煤炭占70%以上,为能源消费主体。而世界先进国家对煤炭的利用,一般都采取大量就地转化为二次能源,如电、焦、气等输出利用,煤炭转换率美国为89%,苏联70%,西德88.5%,英国85.1%,

Development and Utilization of Lignite in Western China is a Major Strategic Issue in Northeast China Rich lignite resources are abundant in the four cities and one municipality of eastern Inner Mongolia.
