为实现对科学技术成果鉴定工作科学、有序的管理,规范鉴定的质量和水平,根据国家科委颁发的《科学技术成果鉴定办法》(以下简称《鉴定办法》)、《科学技术鉴定规程》(试行)(以下简称《规程》)和江苏省科委苏科成(95)376号文《关于贯彻国家科委“科学技术成果鉴定办法”的通知》有关精神,结合苏州市的实际情况,提出实施意见如下:一、在当前,我国社会主义市场经济还处在初级阶段,企业和广大公众,甚至管理部门,对科技成果的价值和鉴别能力还受到文化素质、科技素质、管理素质的限制,政府依靠专家的学识评价科技成果,仍然是有效的方式之一,对检查科技计划的执行情况,推动成果转化,具有积极意义。因此,科技成果的鉴定工作仍然是必要的。国家科委发布的《鉴定办法》及《规程》,是近阶段改革和加强科技成果鉴定的一个重要行政法规,要求在认真学习、领会精神的基础上,积极贯彻实施。

The “Measures for Accreditation” and “Procedures” issued by the State Science and Technology Commission are important administrative laws and regulations for reforming and strengthening the identification of scientific and technological achievements in the recent stage. They are required to actively implement the program on the basis of earnest study and comprehension.
