改革开放以来,我国在打破干部终身制、打破“铁饭碗”和“大锅饭”等方面采取了一系列改革措施,从而解放了生产力,调动了广大劳动者的积极性,使我国的经济不断发展,社会不断进步,取得了令世界瞩目的成就。但是,不可否认,在人力资源开发上还没有彻底打破计划经济体制下形成的一些条条框框,因而在一定程度上使人力资源配置仍不够合理,人力资本还远未得到合理利用。在计划经济时期,国家把干部和工人划分为两块,分别由人事和劳动部门管理。目前,这一壁垒仍未打破。两大人力市场分别运作,暴露出种种弊端。首先,人力资本市场部门分割,形成双轨制,难以协调运作。作为企业管理者和科技人员主要来源的人才市场受到足够重视,发育得比较成熟。相比较之下,由于我国劳动力资源过剩,就业压力巨大,劳动力市场一直在较低的层次上运作,即一方面为了尽快缓解就业压力,不太注重发挥技术工人的特长,建立相应完备的人
