1984—1985年,苏联和华沙条约国向第三世界的非共产党国家出售了价值达90亿美元的军火。苏联的武器出口和技术转让占其国防工业生产总值的比例在不断增加。军火出口额占其贸易总额的四分之一。苏联的军火工业之所以的发展得如此迅速。主要采取了如下措施:
From 1984 to 1985, the Soviet Union and the Warsaw Pact countries sold $9 billion worth of arms to non-communist countries in the Third World. The proportion of the Soviet Union’s arms exports and technology transfer to its defense industry’s total production is increasing. Arms export accounts for a quarter of its total trade volume. The Soviet arms industry has developed so rapidly. The following major measures have been taken:
