实践得出这样一个结论:搞好建筑企业的大型和主要机械设备集中管理,实行租赁,不但可以增收节支,同时强化了设备管理。两者相互影响,共同提高。企业管理改革,要求我们的设备管理体制,从传统的供给型管理,转变为经营型管理。建筑机械集中管理,实行租赁,有极其重要的意义。它可以把固定资产的机械设备变成可以流通的商品,这样既减少了企业对国家固定资产的无偿占用,又减轻了企业的负担;既扩大了企业自主权,又促进了经济效益。在逐步开展这项业务中,我们的基本作法是:
