一、工业产业结构现存的问题1.由于能源与原材料工业的约束,“瓶劲”问题仍然十分突出。加工产业生产能力过大、能源、原材料、交通、通信等基础产业能力不足,严重滞后。2.国家大中型骨干企业与乡镇小企业及个体私营企业间的产业发展规模与速度严重失衡。近年我们在强调搞活微观经济的同时,在信贷、价格、税收、资金等产业政策上出现更多的束缚大中型国营企业,放任乡村企业盲目扩张的倾向。3.整个产业的技术水平低,结构性矛盾突出。传统产业的技术装备大都停留在五六十年代水平。至于数量众多的小型企业和乡镇企业,其技术装备水平就更差了。落后的生产工艺和生产方法也占很大比重。
I. Existing Problems in the Structure of Industrial Industries 1. The bottleneck problem remains prominent due to the constraints of the energy and raw materials industries. The production capacity of the processing industry is too large, and the basic industries such as energy, raw materials, transportation and communications are under-developed and lagged seriously. 2. The scale and speed of industrial development between large and medium-sized backbone enterprises in the country, township and town small enterprises and individual and private enterprises are seriously unbalanced. In recent years, while stressing on invigorating the microeconomy, we have also found that more and more large and medium-sized state-owned enterprises are bound by industrial policies such as credit, price, taxation and capitalization and that rural enterprises tend to blindly expand. 3. The whole industry has low technical level and outstanding structural contradictions. Most of the traditional industries and equipment remain in the fifties and sixties. As for the large number of small-scale enterprises and township and village enterprises, the technical equipment level is even worse. Outdated production technology and production methods also account for a large proportion.
