改革开放以来,福建作为实行“特殊政策,灵活措施”的改革开放综合试验区之一,抓住机遇,充分发挥自身的优势,把利用外商直接投资作为实施对外开放战略的一项重要内容,采取一系列政策措施鼓励外商来闽投资兴办各类合资经营、合作经营和独资经营企业,取得了较为显著的成效。1979—1994年福建累计批准利用外商直接投资合同15823项,协议利用外商直接投资296.9亿美元,实际利用外商直接投资96.9亿美元。1994年末开业(工商注册)的外商投资企业8005家;当年完成工业增加值121.5亿元,占全省工业增加值的19.9％;出口41.5
Since the reform and opening up, Fujian, as one of the comprehensive pilot areas for reform and opening up that implements “special policies and flexible measures,” has seized the opportunity to give full play to its own advantages and adopted foreign direct investment as an important part of implementing the opening-up strategy.
