在民主政治的发展潮流之下,促进公民政治参与已经成为现代政治系统追求的目标之一。但是,在多民族国家中,对于促进少数民族政治参与则面临比较复杂的问题,核心便是当某一民族以整个民族为单位形成实质上的利益团体并参与国家层面的政治过程和公共决策时,一旦政策平衡的结果不被接受,则有可能引发民族分离主义的风险。因此,在促进少数民族公民政治参与的大原则下,要尽量避免在制度安排和具体政策方面形成以民族为单位的利益团体,更要尽量避免单个民族以利益团体的面目出现参与政治。

However, in the multi-ethnic country, it is more complicated to promote political participation of ethnic minorities. The core issue is that when a nation forms a substantial interest group with the whole nation as its unit and takes part in political process and public decision-making at the national level, Once the result of the policy balance is not accepted, it is possible to trigger the risk of ethnic separatism. Therefore, under the major principle of promoting the political participation of ethnic minorities, we should try our best to avoid forming interests groups with ethnic groups in terms of institutional arrangements and specific policies. We should also try to avoid single ethnic groups participating in politics in the interests of the interest groups as much as possible.
