新能源既是资源,同时也是环境的组成部分。但传统的资源、环境这两个概念既有区别又有联系,它们的区别表现在可再生性、系统性、经济价值和生态价值、流动性、稀缺程度与产权界定难易等方面,联系则基于热力学第二定律进行分析,表现在熵循环上的关联。这些给发展新能源产业的启示是:新能源的开发要保护好环境,顺应自然;加快智能电网的建设;建立绿色GDP核算体系;加快与新能源开发利用有关的技术研发;同时还要进行相关制度建设,为新能源的开发利用保驾护航。最终,要通过新能源产业的发展建立一个打破资源环境界线的生态经济系统,从而实现人类社会的可持续发展。
New energy is both a resource and an integral part of the environment. However, the two traditional concepts of resources and environment are not only differentiated but also linked. The differences between them are reflected in the aspects of renewableness, systematicness, economic value and ecological value, mobility, scarcity and difficulty in defining property rights, etc. Based on the second law of thermodynamics, the correlation is expressed in the entropy cycle. These enlightenment to the development of new energy industry is: the development of new energy sources should protect the environment, conform to nature; accelerate the construction of smart grid; establish a green GDP accounting system; speed up research and development related to new energy development and utilization; also related System construction, for the development and utilization of new energy escort. In the end, we should establish an eco-economic system that breaks the boundaries of resources and environment through the development of the new energy industry so as to realize the sustainable development of human society.
