Comrade Jiang Zemin said that selecting and appointing cadres “depends on their seniority but not their qualifications. They should talk about the stage but do not pull the stage.” This important thinking has profoundly revealed the dialectical relationship between “speaking the steps” and “not stepping up the steps.” It reflects the objective laws governing the growth of cadres and is the scientific conclusion that our party has made in selecting and appointing cadres for a long period of time, especially in the experience of cadre system reform in recent years. It is a scientific concept of employing people in Marxism and is of great significance to the formation of a people- Under the vigorous employment mechanism, the outstanding talents will be gathered in various undertakings of the party and the country to build an overall well-to-do society and create a society with Chinese characteristics.
