Decreasing staff efficiency is an important part of the reform of state-owned enterprises. It has played a positive role in reducing business costs and improving efficiency and effectiveness. However, there are also a few companies that have not achieved satisfactory results in implementing the major measures to reduce staff and improve efficiency.
