编辑同志: 随着科学技术体制改革的深入和技术市场的开放,越来越多的科技人员,在工余时问,利用科技档案进行技术咨询、技术服务,甚至成套利用档案资料,承包有关工程设计项目。按政策允许,所得收入原则归己,但占用本职工作时间的,则收入与单位合理分成,而目前档案部门提供的服务却是无偿的,既挫伤了档案管理人员的积极性,又不利于档案事业的发展。请问企业科技人员利用档案对外服务,档案部门可否收取档案转让费和从他们的所得收入中提取少量的劳务费呢?我们基层档案员拿不准,请答复。

According to the policy, the principle of income earned belongs to them. However, when occupying their own working time, the income and units are reasonably divided. At present, the services provided by the archival departments are unpaid, which not only dampens the enthusiasm of archivists but also discourages archives development of. Will the enterprise science and technology personnel utilize the external service of the file, can the file department receive the file transfer fee and withdraw a small amount of service fee from their income? Our grass-roots filers are not allowed, please reply.
