股份制企业的组织形式，在英、美等国铁路建设中曾发挥了巨大的作用，在我国实行仍可以保证其具有社会主义性质，并有利于吸引资金，实现政企分开，同时还探讨了铁路新线股份制企业的管理模式和管理方式，以及应加强理论研究使其它改革与之相配套，制定有关法规使其稳定发展，逐步改革铁路运价管理机制，使运价逐步转为市场运价。
The organizational form of joint-stock enterprises has played a huge role in the railway construction in Britain, the United States and other countries.
